LA/LB PierPass Fee Increase & New OICT Gate Fee



Dear Valued Customer:
 
On July 8, 2016 the West Coast MTO Agreement (WCMTOA) announced a 1.9% increase in the Traffic Mitigation Fee (TMF), also known as PierPass, effective August 8, 2016 at the ports of Los Angeles and Long Beach, California. This increase will sustain continued operation of PierPass Off Peak gates amid labor cost increases.

The increase will result in a TMF of $70.49 per TEU (20') or $140.98 per FEU (40') container.

Justification for the increase was based on Rule 7 of WCMTOA's Marine Terminal Schedule No.1, which states, "Beginning in mid-2012, the fee shall be adjusted annually to reflect increases in labor costs based on Pacific Maritime Association (PMA) maritime labor cost figures." The PMA negotiates and administers maritime labor agreements with the International Longshore and Warehouse Union (ILWU).

PierPass is a controversial subject and Long Beach Assemblyman Patrick O'Donnell has introduced legislation to start an intensive review providing all stakeholders, such as beneficial cargo owners, forwarders, customs brokers, truckers, etc. with the chance to determine PierPass's future. Assemblyman O'Donnell will be joining the Pacific Coast Council (PCC)'s Board Meeting on Saturday morning July 23 at 9 AM at the Hyatt Place Los Angeles / LAX / El Segundo, CA 90245. On a related subject matter, effective June 27th, the Oakland International Container Terminal (OICT) began collecting a $30 gate fee on import and export loaded container shipments. It will be paid by import and export parties directly to SSA/OICT and will not be billed through carriers or truckers. The fee, similar to PierPass, is to offset costs for weeknight and Saturday gates.

Please be informed that if a beneficial cargo owner requests us to advance and bill PierPass or OICT Gate Fees, we charge a nominal advancement fee for this service.
